i thought it was illegal to pick any state's flower.

The violet is the Illinois State Flower. It is certainly not an endangered species but it is illegal to pick any flower from a state park, conservation area, etec, etc. You can order violets from a wildflower catalog or you can contact the Illinois Department of Conservation on how to obtain violets.
